So this implies a few possibilities:
1: Konami thinks dragunity will feature lots of LADD and that a reprint was necessary.
2: They also think Hand was in need of a reprint, even though it still only runs around $5, and Samurai tend to only run one or two.
3. Gateway may be hit, lack of it due to the fact that the need to get a single one wouldn't boost sales.
4. Dragon support may be coming and Ladd will see play?
5. Drug, they're on drugs.
Well that's what I got. Good set, decent promos, overall: sweet.
